South Africa Allows Killing of Elephants

South Africa said Monday that it will start killing elephants to reduce their burgeoning numbers, ending a 13-year ban and possibly setting a precedent for other African nations.

Environment Minister Marthinus van Schalkwyk said the government was left with no choice but to reintroduce killing elephants "as a last option and under very strict conditions" to reduce environmental degradation and rising conflicts with humans.

There will be no "wholesale slaughter," he told reporters.

The announcement follows months of impassioned debate, with some conservationists arguing for elephant killings to protect the ecosystem, and animal welfare groups outraged at the prospect of slaughtering one of the planet's most intelligent and self-aware creatures.

South Africa has been hugely successful in protecting its elephant population, once on the verge of extinction in parts of the country.

A 3rd dies after Fla. plane collision

A third person has died after a fiery plane collision at a Florida airfield, the National Transportation Safety Board said Sunday.

A fourth person remains in critical condition, NTSB spokesman Peter Knudson said.

A chapter of the Experimental Aircraft Association was holding a pancake breakfast when the crash occurred Saturday.

A witness provided a video to investigators, and NTSB officials will review it Monday, Knudson said.

Hughes to Acquire Helius for IPTV Data Broadcasting Solutions

Hughes Communications, which provides broadband satellite network services, agreed to acquire privately-held Helius, Inc., which specializes in business-class data broadcasting solutions.

Hughes said the acquisition will combine the skills of Helius, a leader in providing business IPTV solutions for applications such as training, corporate communications, and digital signage, with its own extensive broadband networking experience and customer base. Hughes plans to deploy Helius' IP video technologies to enhance its existing HughesNet service offerings.

Helius is a portfolio company of Canopy Ventures. The acquisition is expected to be completed on or about February 4, 2008. Financial terms were not disclosed. Upon completion of the acquisition, Helius will become a wholly owned subsidiary of Hughes and will operate closely with Hughes' North America and International enterprise businesses.

But does this support the argument for a mandatory database? Clearly not, because the damage done to the liberty and privacy of 60 million people would be out of proportion to any gain, to say nothing of the administrative nightmare of collecting everyone's DNA and the flaws already in the system, which are obscured by the police and the Home Office.

The DNA database is not a perfect weapon. Last year 1,500 administrative mistakes were discovered and at least 100 inaccuracies pertaining to individuals. That means there is a real possibility of people being convicted of crimes they did not commit. Given the chaotic state of government databases, it must be obvious even to Salter and Davies that administrative errors would be vastly increased if the database were to be expanded by a factor of about 13, from 4.5m to 60m.

II. Challenges and Responses—Making Universal Jurisdiction a Reality

From the initial complaint to the conclusion of the trial and any appeal, cases involving universal jurisdiction present special demands on police, prosecutors, defense counsel and courts. Because the acts in question will have occurred in a foreign country, and often many years earlier, cases rarely arise in the manner to which local authorities are accustomed—such as through a victim simply reporting to a police station.

Investigators and prosecutors may lack familiarity with both the historical and political context of the alleged crime, and the applicable international law. Witnesses may be dispersed across several countries, or the state in which the crime was committed may decline to cooperate with investigative requests. For similar reasons, a defendant may also face considerable problems gaining access to witnesses or evidence that exculpates him or her.
