In West Sacramento, the California Highway Patrol operates the world's top law-enforcement driver-training center. And east of the capital, Mothers Against Drunk Driving, born from the heartbreak of a Fair Oaks mother, has given a voice and mission to parents around the nation. Now comes a startup company in El Dorado Hills that is working to reduce car accidents nationwide via technology. Virtual Driver Interactive builds and markets simulators that take teenagers and 20-somethings on dangerous journeys where the consequence of failure is merely failing a test rather than inflicting real-life pain. .
AirTran latest addition for S.A. travelers
AT&T Inc., USAA, Harland Clarke and Tesoro Corp. helped persuade the carrier to come here by saying their people would travel with the airline. "Atlanta is a regional base of operations for us," said Keith Connolly, vice president of global strategic sourcing for AT&T. "With AirTran opening discussions here, we said we would support them with our business." Connolly said AT&T personnel make "thousands" of trips each year between San Antonio and Atlanta. .

Former soldier shot in the face at Emporia truck stop, suspects sought
Police are searching for the men reponsible for shooting a former soldier at a truck stop in Emporia. Corey Batts says he and his friend were confronted by three men at Love's Truckstop in Emporia on January 20th. Batts said he told the men he didn't want any trouble, but as he tried to walk away, they opened fire. "Boom, just like that, point blank, just like that," he said. "Before I knew it, I was shot in the face. I mean, just, like, a blink of an eye; a snap of the finger, I was shot in the face." .

Vallejo library services haven't been cut yet, but branch manager Linda Matchette expects the bad news any day. Slashing library services would hurt thousands of Vallejo residents, she said. "Our computers are booked solid, seven days a week," she said. "Circulation is up 3 to 4 percent every month. Our classes are packed. I don't see anything that can be easily cut." Cities that are most vulnerable to financial crisis are those that relied heavily on property tax revenue during the real estate boom, Kroll said. Cities with strong industry, business and commercial districts are likely to fare better, experts said. A city's budget problems can have a ripple effect in the long run, she said. Cuts to the police department usually translate to higher crime rates, while deferred maintenance leads to more potholes and overgrown parks.

The adjustment the industry is seeking for 2004, the year which is the subject of the litigation, has been pegged at $1.1 billion. Though the funds in question stem from 2004 calculations, the issues raised will most likely recur every year, and the 1998 accord requires that the annual payments extend in perpetuity. Ramos is the first judge in the nation to rule that a state is entitled to its own, separate arbitration on claims that cigarette manufacturers have lost market share because of the obligations imposed by the 1998 settlement. In the second ruling, Ramos rejected the state's contention that he should decide whether it has carried out its obligation under the 1998 pact to collect payments on cigarettes sold on Indian reservations. Instead, he ruled that issue must be decided as a part of the individual New York state arbitration.
